Statutory Portal Group FAQ

Answers to common questions about Florida HB 1021 compliance and our statutory portal service.

What is Florida HB 1021?

HB 1021, effective July 1, 2024, requires Florida condominium associations with 25 or more units to maintain a secure, password-protected online portal containing official records. The portal must provide owner access to financial documents, meeting minutes, governing documents, and other statutory records as outlined in Florida Statutes § 718.111 and § 720.303.

Who must comply with HB 1021?

Condominium associations with 25 or more units located in Florida are required to comply. HOAs (Homeowners Associations) may also be subject to similar requirements under § 720.303 depending on their governing documents and structure.

What documents must be included in the portal?

Required documents typically include:

  • Articles of Incorporation and Bylaws
  • Annual Budget and Financial Statements
  • Rescue Fund Schedule
  • Insurance Certificates and Policies
  • Board and Annual Meeting Minutes (last 3 years)
  • Maintenance and Vendor Contracts
  • Contracts in force at time of inspection
How quickly do I need to set up a portal?

Statutory Portal Group guarantees 48-hour setup. We handle all technical infrastructure - from document upload to owner credential management. After payment, simply forward your documents to your dedicated email gateway, and we'll have your portal live within 2 business days.

What is the cost of the statutory portal?

Our pricing is simple and transparent:

  • One-time setup fee: $499
  • Founding cohort (first 10 firms): $0 setup with code FOUNDING10 at checkout
  • Monthly hosting: $49/month (billed monthly)

This includes SSL encryption, daily backups, document storage, and owner credential management.

Do I need IT expertise to use the portal?

Not at all. Our service is zero-configuration. We handle all technical setup, hosting, SSL certificates, and backups. Your board president simply needs to pay the setup fee and forward documents to your dedicated email address. We manage the rest.

What happens if I miss the compliance deadline?

Statutory Disclaimer

Statutory Portal Group provides document hosting infrastructure only. We are not a law firm or accounting firm and do not provide legal, financial, or compliance advice. Associations are responsible for determining their specific compliance requirements and ensuring all statutory deadlines are met.

The association's board of directors and/or community association manager retain sole responsibility for compliance with Florida statutes.

Missing compliance deadlines can result in administrative fines from the Department of Business and Professional Regulation (DBPR) and potential liability for board members. We recommend initiating portal setup as soon as possible to ensure you remain in compliance.

How do owners access the portal?

Owners receive individual login credentials that they use to access the portal at their association's unique subdomain (e.g., place-one-condo.flstatutoryportals.com). Each portal is secured with password protection and SSL encryption.

Can I upload documents to the portal?

Yes. Documents can be uploaded in two ways:

  1. Email Gateway: Forward documents to minutes@[association].flstatutoryportals.com
  2. Direct Upload: Use the portal's secure upload interface

Supported formats include PDF, DOCX, XLSX, PNG, JPG, and TXT files up to 25 MB each.

What about protected records?

Florida law distinguishes between public association records and protected records (attorney-client communications, personal owner information, gate codes, etc.). Associations should not upload protected records to the portal without proper redaction. The board/manager is responsible for ensuring compliance with the protected records distinction.

How can I cancel or get a refund?

Setup fees are non-refundable once the portal has been provisioned. If we fail to provision your portal within 48 hours of receiving all required information, you may request a full refund of the setup fee.
